On November 27, the Department of Industry and Information Technology of Hunan Province released the demonstration and innovation work plan for the comprehensive utilization of industrial solid waste resources in Hunan Province (hereinafter referred to as the plan). The plan specifies that in 2022, we will strive to build five demonstration bases (parks) for the comprehensive utilization of industrial solid waste resources at or above the provincial level, cultivate about 10 demonstration enterprises for the comprehensive utilization of industrial solid waste resources, and build about 20 demonstration projects for the comprehensive utilization of industrial solid waste resources.

The plan requires the development and promotion of a number of advanced and applicable technical equipment and high value-added products for the comprehensive utilization of industrial solid waste resources, the implementation of a number of demonstration projects for the comprehensive utilization of industrial solid waste resources, the cultivation of a number of competitive backbone enterprises, the construction and extension of cross enterprise, cross industry and cross regional industrial chain for the comprehensive utilization of industrial solid waste resources, and the promotion of the industrial scale, intensive, high value and sustainable development of the comprehensive utilization of industrial solid waste resources in the whole province.

The plan also supports the demonstration projects of comprehensive utilization of industrial solid waste resources that meet the establishment standards and have been verified and confirmed to be incorporated into the special funds of strong manufacturing provinces for unified application. The plan requires relevant departments of cities and prefectures to guide enterprises to apply for tax exemption, guide financial institutions to carry out diversified credit support such as green loans and credit loans, and help enterprises to implement relevant industrial support preferential policies.

It is understood that at present, the output of industrial solid waste in Chenzhou City is about 16.1053 million tons (including mining and beneficiation tailings), of which the comprehensive utilization is about 8.012 million tons (including 233100 tons of comprehensive utilization in previous years), the comprehensive utilization rate is 49.09 percent; the disposal amount is 4.0791 million tons (including 1500 tons of disposal in previous years), the disposal rate is 25.33 percent; and the storage amount is 4.2395 million tons.

This year, Chenzhou City was approved by the National Development and Reform Commission and the Ministry of Industry and Information Technology as the second batch of industrial resources comprehensive utilization bases in China. The plan has good guidance for Chenzhou to speed up the construction of bases. In the next step, Chenzhou City will make precise efforts to attract investment, cultivate leading enterprises, extend the industrial chain, guide enterprises to gather and develop, build a recycling system for diversified development, etc. in accordance with the requirements of the plan, so as to accelerate the construction of industrial resources comprehensive utilization base and achieve actual results.
